You can tell he's low level because he has a gun LOL!
A gun is a Dwarf's ranged weapon of choice.
I was thinking a Mountaineer NPC personally.
He clearly does not have the expansion because he still has ammo.

The last agility gun that had a heroic version was in Wrath. Their racial is so bad, just because of blizzard's poor itemization. Gun specialization? May as well let Mages wield polearms.

Um, no I fail to see how a gun from the 5 player instances and a trash gun drop counteracts the assertion that "The last agility gun that had a heroic version was in Wrath."
