Spire is more consistent, but Kiril is better if the proc goes off when you've got 20 seconds of uninterrupted DPS. On a fight like Ultraxion, you'll rarely waste any portion of the Kiril proc, but on Spine you'll probably end up wasting most of the procs entirely.
As far as that site goes, even a quick glance suggests to me it gives very poor information. I wouldn't trust it, personally.
Uh...lol. The only real downside to FD is the value it puts on haste, other than that it's pretty solid. Use both FD and SimC to get maximum results.

It is entirely possible to manipulate the procs on spine to where it procs on every tendon phase. Basically you need to find how long on average it takes for you to kill the almag. For when I was using it, I would swap to Kiril at 85% on the Almag. The ICD on the weapon would come off CD when the almag was at around 10% (around when its time to blow it up). Generally it proced before the almag died and regardless if it did or not, I would swap back to Spire. Because of the way that buff works, the weapon does not have to be equipped to keep the buff active after it procs.
On a perfect proc, you will get 10s of the buff up on the tendon and the proc would be at max strength. If not you could still get 5 or so seconds. True is min/maxing but if your just short on tendon dps, its a nice little extra oomph. A simple weapon change macro is all you need. You lose nothing but some almag dps (if you don't refore the hit from spine). If it procs great, if not, you still have Spire on for the tendon meaning theres no different in dps.
