So I've heard that ES no longer clips with recasting ES ticks. True?
If so, how does that change my LnL rotation?

Correct, back-to-back ES no longer clips. Your LnL procs should look like one of two rotations:
If you have 60+ focus:
ES > ES > Arcane Shot > wait 0.5 seconds > ES
If you have under ~60 focus:
ES > ES > Cobra Shot > ES
The first 2 ES's will not clip, but if you cast 3 ES's in a row, the 3rd one will clip. The wait time after casting Arcane Shot depends on your latency and distance to the boss. Just make sure you don't clip the 3rd ES. You can replace Arcane Shot with Black Arrow or Kill Shot, if the situation calls for it.
