Upgrade the crossbow. Increasing your RDPS will always net you the biggest DPS gain (so long as you aren't pissing away a ton of agility, and IIRC there is an agility gain on the heroic Lava Bolt vs. Arathar.
I wouldn't break the 4p set bonus for the heroic non-tier. Run it through female dwarf to see for sure, but I'm pretty sure that our 4p set bonus is friggin' sweet.
